What ISO 46001 certification covers

ISO 46001:2019 sets the requirements for a water efficiency management system. It helps any organization that uses water, whether in production, cooling, cleaning, irrigation, kitchens or bathrooms, to measure its use, find where water is wasted and improve efficiency over time. It does not cover drinking water quality or wastewater treatment, which are dealt with by other rules.

The core of the standard is the water review. You map where water comes from, how much each use consumes and where it goes, often as a water balance. From that you set water efficiency indicators, a baseline to compare against, objectives and action plans. The standard also asks you to consider alternative sources, such as rainwater harvesting or reuse, where they make sense.

The audit checks that this chain is in place and working: the data, the indicators, the actions and the results, inside a management system with the same structure as ISO 14001 and ISO 50001.

The scope on the certificate names the sites and activities covered, so customers can see whether the water efficiency claim applies to the products or services they buy.

Options: on its own or with ISO 14001 and ISO 50001

Some organizations certify ISO 46001 on its own because water is their main resource issue, for example in water-stressed regions or water-intensive sectors such as food and beverage, textiles, hospitality and agriculture. Others add it to an ISO 14001 environmental system, where water is often already a significant aspect.

ISO 46001 and ISO 50001 work in a similar way, with a review, a baseline, indicators and improvement, and they often share metering and data systems. Running them together can reduce effort, especially where hot water or cooling links energy and water use.

Water data reviews can be done online. For sites with complex water systems, such as cooling towers, process water treatment or irrigation, part of the Stage 2 audit is best carried out on site, so the auditor can see meters, controls and the main water uses.

A common starting point is a simple metering plan: add meters to the largest uses first, then refine. The standard does not require meters everywhere, but it does require enough data to know where your water goes and whether efficiency is improving.

Water stress and rules differ by place

We certify ISO 46001 for organizations in the USA, Europe, Asia and Africa. The case for water efficiency depends heavily on location. In water-stressed regions, abstraction limits, drought restrictions and rising tariffs make efficiency a business continuity issue. In other regions, the drivers are customer expectations, sustainability reporting and cost.

Water abstraction permits, discharge consents and local water use restrictions are legal requirements your system must identify and comply with. During the audit we sample that compliance, along with any reporting you submit to authorities.

Customers and investors increasingly ask about water use in sustainability questionnaires and ESG reports. Data from an ISO 46001 system, with a baseline and indicators, answers those questions with evidence.

Seasonal patterns matter too. Irrigation, cooling and tourism-related demand often peak in summer, so indicators should allow for season, and the audit timing may be planned to see peak operation.

What to expect during the audit

The auditor will test the water balance. Expect questions on how you measure each significant use, how often meters are read, how unmetered uses are estimated and how the total compares with what the utility bills show. Large unexplained differences often point to leaks or missing meters.

Next comes the link from data to action. The auditor will pick one or two significant uses and follow them: the indicator, the target, the actions taken and the results since the baseline. Operational controls are checked too, such as leak detection routines, cleaning procedures that limit water use and maintenance of water-using equipment.

Procurement is reviewed as well. The standard expects water efficiency to be considered when you buy water-using equipment or design new facilities, so be ready to show a recent purchase or project where water use was part of the decision.

Staff awareness is checked through short interviews: whether operators know the main water uses in their area, what to do when they see a leak and how to report it.

Findings are graded as major or minor, and the certification decision rests on the evidence. You receive a written report explaining each finding.

Keep reading meters, keep the water balance current and review the baseline when something significant changes, such as a new production line or a change in occupancy. Take water performance to management review and update action plans with owners and dates.

Surveillance audits look at the trend in your water efficiency indicators and the actions behind it. Staff awareness matters as well: people who operate cleaning, cooling or irrigation systems should know which settings drive water use.

Share results with staff and, where useful, with customers. Visible progress keeps people engaged and gives you reliable figures for sustainability reports.
