What EAC conformity involves and what we deliver

The Eurasian Economic Union, made up of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia, applies common technical regulations to many products. Products covered by these regulations need proof of conformity before they can be placed on the market, and carry the EAC mark once conformity is confirmed.

Depending on the product and the regulation, proof of conformity takes one of two forms. An EAC certificate of conformity is issued by an accredited certification body after testing and, for some schemes, an assessment of production. An EAC declaration of conformity is issued by the applicant based on test evidence and registered in the official register. Some products also need state registration under separate rules.

GOST refers to the interstate and national standards used in the region, which are referenced by the technical regulations. Many exporters still say GOST certificate when they mean the EAC procedure or a voluntary national certificate, so we start by working out exactly which document your buyer needs.

Products from many sectors fall under the technical regulations: machinery and equipment, low voltage equipment, electromagnetic compatibility, pressure equipment, equipment for explosive atmospheres, toys and children's products, light industry products such as textiles and footwear, food products, packaging and perfumes and cosmetics, among others. One product can fall under several regulations at once.

Certificate or declaration: the options in plain terms

The technical regulations list which products need a certificate and which can be declared. Higher-risk products, such as some machinery, children's products and certain electrical equipment, usually need a certificate issued by an accredited body. Lower-risk products may be covered by a declaration.

Validity also depends on the scheme. Certificates and declarations may be issued for a single batch, a single contract or serial production for a number of years. Serial production schemes usually involve an assessment of the manufacturer's production and periodic inspection.

A key point for foreign manufacturers: the applicant for an EAC certificate or declaration must be a legal entity registered in a member state, such as your importer, distributor or an authorised representative. Plan this relationship before starting, because it affects who holds the documents.

Existing CE documentation can help. Test reports to international or European standards are sometimes accepted as part of the evidence, but the union's standards and requirements differ in places, so additional testing or document changes are often needed. Market rules, trade restrictions and documents

We support exporters in the USA, Europe, Asia and Africa. Before starting any EAC project, exporters must check the sanctions and export control rules that apply to them, their products and their customers. Rules in the USA, the European Union and other jurisdictions restrict trade with some member states of the union for many product categories. These rules change, and responsibility for compliance rests with the exporter.

Labelling and documentation requirements are specific: product information and instructions are usually required in Russian and, in some member states, also in the state language. The EAC mark must be applied according to its rules on size and placement.

Customs clearance in the union checks that a valid certificate or declaration is registered for the products in the shipment, so details on invoices, labels and conformity documents must match exactly.

Some product groups, such as certain food products, chemicals and medical products, follow separate registration procedures with health or other authorities in addition to, or instead of, the technical regulations. We flag these early.

What to expect during the process

We start with your product information: description, model list, intended use, technical data and existing test reports. From these we identify the technical regulations, the required procedure and the applicant arrangements, and give you a plan and timeline.

Documents are prepared and translated, and samples are tested by accredited laboratories where the procedure requires it. For serial certificates, the certification body may assess production, sometimes remotely and sometimes on site.

Expect questions from the certification body or laboratory about the model range, the intended use and the manufacturing site. Keeping one consistent set of product data across all documents avoids delays and rejected applications.

Timelines depend on testing and the procedure. Declarations based on existing test evidence can be fast, while certificates requiring new tests and production assessment take longer. We give you a realistic timeline at the start.

When the evidence is complete, the certificate is issued or the declaration is registered in the official register. The decision on certificates belongs to the accredited certification body.

After the EAC mark

Keep track of validity dates and any periodic inspection required by your scheme. Changes to the product design, components or manufacturing site may require the documents to be updated or reissued.

Technical regulations are revised over time, with transition periods for existing documents. Check for updates before renewing, and confirm again that sanctions and export control rules still allow the trade.

Keep copies of all certificates and declarations with your shipping documents, and share them with your importer before each shipment so customs clearance runs smoothly.
